Manufactured Home Communities

VHCB supports manufactured home communities through funding for community- and resident-based entities.

Manufactured homes are an important source of affordable housing in Vermont, especially for lower-income households.

VHCB supports these affordable housing opportunities through funding for community- and resident-based entities to acquire mobile home parks with infrastructure that has been adequately evaluated and to improve existing mobile home parks. When considering projects to find, high priority is given to mobile home parks previously financed by VHCB or other public sources. Other priorities include projects that:

  • Prevent the closing of a mobile home park or provide replacement housing to households displaced as a result of a mobile home park closing
  • Address the impact of climate change’s effect on affordable housing in mobile home parks
  • Reduce lot rent in which the lot rent is relatively high and that have a plan for long-term stability of lot rent levels
  • Are connected to or will connect to public water, sewer and other infrastructure
  • Improve the quality or affordability of the homes in the park.

Purchase Subsidy Program

VHCB funds are awarded to assist low-income households to upgrade or replace deteriorated homes in VHCB-assisted mobile home parks, to provide down payment assistance and to prevent foreclosure. The program is administered by the Champlain Housing Trust Manufactured Housing Down Payment Loan Program.

Affordable Housing & Land Conservation Projects Get Nearly $15M in VHCB Funding

At its May meeting, the Vermont Housing & Conservation Board (VHCB) invested in permanently affordable housing developments and protections for farmland, working forest, and natural areas. The funding decisions will support projects in nine of Vermont’s 14 counties.
