RFP to Design and Implement a Statewide Racial Justice Initiative to Increase Equity and Access to Affordable Housing

The Vermont Housing & Conservation Board is seeking proposals to design and implement a statewide racial justice initiative. The goal of the initiative is to examine how racial inequities impact Black, Indigenous, and People of Color (BIPOC) Vermonters and to identify actions, on both policy and programmatic levels, to expand access to affordable housing for all Vermonters. 

This RFP is intended to identify a consultant to design and implement the first phase of the statewide initiative: the seminar series and roundtable discussions. Respondents to this RFP have the option of submitting a proposal for either the seminar series, the roundtable discussions, or a proposal that addresses both components. The expectation is that implementation of the initiative will begin in January 2022.
