Small Towns, Big Impact: How REDI Helped Restore Norwich’s Historic Grange Hall
For more than a century, the Norwich Grange Hall has been a place where neighbors gather, connect, and build community. When the historic building needed major restoration, REDI helped local leaders access the funding and technical support needed to move the project forward.

Built in 1892, the Norwich Grange Hall has long served as a gathering place where community life unfolds — from public events and celebrations to the everyday connections that hold a town together. But preserving a building with that kind of history takes more than goodwill. It takes planning, expertise, and access to funding that can be difficult for small communities to secure.
Restoring a Historic Community Anchor
To lead the effort, local volunteers formed the Norwich Community Collaborative, a nonprofit dedicated to guiding planning and fundraising for the Hall’s rehabilitation. Their goal was not simply to save a building, but to ensure that this historic space could continue serving residents well into the future.
For volunteer-led organizations and small rural communities, navigating preservation requirements and federal grants can be a major hurdle. Through the Rural Economic Development Initiative (REDI), the Collaborative received historic preservation technical assistance, including consultant support to navigate National Park Service requirements and prepare a competitive application.
That support helped Norwich secure $100,000 through the Paul Bruhn Historic Revitalization Grant program, launching a transformative renovation effort. The project also received a $100,000 Historic Preservation Grant from VHCB’s Conservation Program to restore the building’s historic windows, façade, and interior features.
How REDI Helped Move the Project Forward
REDI helps Vermont communities of 5,000 residents or fewer access complex funding opportunities that might otherwise be out of reach. By providing grant writing and technical assistance to rural municipalities, nonprofits, community organizations, and working lands businesses with limited capacity, REDI helps move community priorities from concept to implementation.
In Norwich, that meant translating local commitment into a fundable project. REDI’s support gave the Collaborative a clearer path through a highly technical process and positioned the Grange Hall restoration for success.

A Space for the Future
When complete, the renovated Norwich Grange Hall will provide an accessible, energy-efficient home for essential community uses, including senior services, childcare, community meals, and public gatherings. The project preserves the Hall’s historic character while ensuring it continues to meet present-day needs.
The restoration is also a powerful example of what becomes possible when rural communities have access to the right support at the right time. REDI helps towns and local organizations navigate complicated funding systems so that strong local ideas can become real, lasting investments.
